This problem was caused by Windows not allowing COSW.exe to run. This is a Windows 7 network security issue that can USUALLY be fixed by adding the server to the safe Local Intranet sites list under Internet Security settings. In this case that was not the cause and we're still looking into it.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
