Compiler 16 Vsn:03.02 vs Compiler 16 vsn:11.00

Trying to understand why when I compile a program in Comet 16 it is much larger using Comet16 2010 or Comet16 2011 than it was with Comet16 2008.

That's the difference that would cause an 'ERROR -- Data Exceed 56K (57344)'

I have this big program that compiles as:

Using Vsn:0302 Vsn:11.00
Common 00000293 00000293
Locals 00041473 00042481 - Difference +1008
Const. 00011026 00011036 - Difference +10
Format 00003622 00003639 - Difference +17
Total: 00056414 00057499 - Difference +1035 - Enough for a 56K exceeded
Code.: 00042734 00042734 - Same

Why such a big difference ??

I cannot yet convert this program to Comet32 because it relies on the old SPOOLER. Actually most users are still running Comet 2008 because of the spooler or rather lack of.
