It sounds like you may have 2 problems. First the license... The doc linked below is a troubleshooting guide for your license certificate. That should help you find that problem. 127.0.0.1 is the universal IP addr you can use on any machine to refer to itself. To find the machine's IP addr, run ipconfig from a dos prompt.
