Windows 7: C:\Users\user profile\AppData\Roaming\PDF Writer\CometPDF\Settings.ini
Win XP: C:\Documents and Settings\user profile\Application Data\PDF Writer\CometPDF\Settings.ini
I was getting my reports with scaling 46%, 64% etc. depending on monitor type.
The zoom statement presents all reports at 100% regardless of monitor.
The settings.ini file is attached.
The last statement showprogressfinished=no prevents the printer message displaying.
