Comet.exe must be launching cosw.exe and cosc.exe differently than a direct cosw.exe launch. The firewall client isn't recognizing the launch of cosc.exe so my ini isn't invoked and there's no connection established to the firewall.
I was looking at dump of the netstat utility from the server and and workstation. It shows 11751 cross connecting to ports in the 19000 range.
Eliminating UDP as a possibility helps.
