You can compile using the old compiler on a 64-bit computer only if you're a CA client and the host is running Comet16. Have you tried CADev yet? You could also use the old IB program if you prefer. Either method will produce a Comet16 object. Full Comet clients on 64-bit systems can only compile with the new compiler and produce Comet32 object files.
