I just had that problem last week and had to shut down the server in one customer. I get that situation sometimes in my XAP program at a different customer that displays a catalog PDF. Sometimes the PDF file gets to a point where I can no longer update it. The Admin cannot delete or move it so we have to reboot.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
