Probably outside if there's no WAN (VPN) connection between the locations.

For instance, one of my customers has remote locations in CA(2), HI(1) and WA(2). Each of the other locations has a server installed for local storage and user validation if the connection to the home office server is out. All the locations can "see" and access all PC's and printers on the entire network. The servers aren't necessary as you can get by with just VPN boxes .
