Did you try claiming ownership of the folder first? Then set the permissions for the domain admin.

1. Right click on the folder/Properties/Security Tab/Advanced/Owner Tab/Edit/Add the domain admin, and replace owner on subcontainers

2. Back up to the security tab/edit(permissions)/Click domain admins, and allow all permissions

If that doesnt work, try rebooting in safe mode with command prompt, change the folder one above our temp, and try the command RMDIR /S TEMP That may successfully delete the folder.
