Per Jim's suggestion, I tried another VM product. VMware's Player came to mind. It's free :)

I wiped the old VPC clean and installed from the Win7Pro32 CD. Player might have managed the old VM better but I didn't want old mistakes to gum up the test.

Player is MUCH better. The NIC speed is now at 1gbs (up from 100mbs). Transfer speeds from the Host to the Guest are hugely better. 150MB/sec vs 20MB/sec.

COSC logs shows about 3 seconds from start to finish. It was slow before. But I didn't save any time info.

Player's setup is pretty easy. I gave the VPC 2GB of mem and 60GB of disk.

After joining my domain, getting my mapped drives set up was a bit odd. In Network, only the Guest PC showed. Using Explorer I was able to find and map the drives I need from the server and the printer shared out from one of the workstations.

Lastly, and the whole point of this thread, is that UE compiles OK.
