I think you are right! Looking at the code in CosP it is scanning for the presence of a ":" which it expects to separate the printer name from options such as "raw", "pdf", "htm", etc. It's scanning from the left so if the actual printer name contains a ":" I can see how this could cause it to truncate the printer name. Odd that nobody's run in to this before.
