I have been chasing this also. I have Chrome set up as the default browser and all of a sudden no more LPH if Chrome was already running. 90% of the time I have a browser open. My workaround was to set Firefox up as the default browser so LPH goes there.
A windows or Chrome update altered something. Not enough time to chase it beyond what I did.
