Error 9F

I know this is like looking for a needle in a haystack but I am going to ask anyways. The attached error 9F occurs occasionally on a CA workstation – just trying to open a session. I close the session and try again – same error. If I leave the session open with the error and just open another session – I am able to proceed. But at anytime if I close that session with the error the next person to attempt to open a CA session will get the error. Yes, resetting the CA server fixes the problem. So the question is – what is it? and, how can I get rid of it without having to reset the CA server?
