Win 8 to Win 7 query

G'day,
Does anyone know if you can convert from Win 8 back to win7 ?
A mate of mine is an accountant and his computer died recently, he purcahsed a new one ( HP, Win8) spent weeks getting all his stuff off various backup devices; Only to find that the government (tax office) will not accept input from his lodgement program from a win8 PC. Reckon they will be ready by March, a littel bit late for this years tax returns.
Can we load win 7 over win 8 without losing access to all the stuff that he has reloaded ?(Note how he becomes we once he has a problem.)
