UL 18 & Comet Startup Settings

I can't get the Comet Startup Settings to 'open up' to I can fill in the required parameters to start Comet and compile. I've reinstalled UL 18 and have downloaded the CometUESetup.exe more times then I care to admit....anyone else experience and solve this same issue?
