Need clarification on a compile error message

FORMAT xxxx at YYYYYYYY cannot be executed

only thing is this is sometimes in main body of program (.IBS), sometimes in the include module (.INC)

doesn't seem to stop code generation or anything, but would like to know what the issue is.

didn't get this message under Comet/16 compiles (at least to the extent I can remember :)
