In an earlier post you mentioned spool SCO. Here you're indicating spool SPT. Are they both in the same Comet directory?
When you're running CometAnywhere it first creates the .htm file in the Comet spool directory folder then copies it to the local $(CATOOLS) folder. If SCO and SPT are in the same folder that proves the .htm file can be created. It's acting like it's getting an error on the CREATE.
Just curious, try running the CREATE utility and create a text file called SCO-1234.htm in the spool directory.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
