OK I found the culprit. In the listing file that's read by Console.exe it sees the warning message:
FORMAT ERROR.EMPTY.FILE.FMT defined at 00000459 cannot be executed

I guess it's getting confused by the "ERROR" in that label, thinking it's an error message. I'll look into making it smarter.
