With the assistance of Barbara I was able to resolve this issue. The key piece of information was running Cosc.exe directly from the PC. This process displayed the error message that a specific dll was missing. At that point I copied all the old .dlx files from the Comet directory, placed them in the Windows/System32 folder and renamed them all to .dll
Once this was done Comet was able to start and run. Thanks Barb!
