Licenses

I loaded a new Comet license on a customer's server and closed down the services. I loaded the services and the logs start with 25 users connected. They shortly run out of licenses. Doesn't shutting down the services essentially shut down Comet? So I have to wait a certain amount of time before Comet resets? Logs attached.
