It sounds like you're concerned about your "workaround". I'm not sure why. The solution is definitely to qualify the OPEN with a directory name. If a different user could have an archive by the same name on a different directory I think all you need to do is an FSTAT on the ArchiveName$ to get the appropriate directory name for that user.
