Yes, that's what I thought was the case. This also explains the lack of QERRLOG entries. The problem is, though, that they just migrated over the same network. They had been running for 10+ years against the Novell server with CometSrv.nlm and were not getting the error 61s. Nothing, to the best of my knowledge, changed in terms of the network except for the fact that the new Windows server is on it. I guess it wouldn't hurt to spin down the old comet server. Cometsrv.nlm was unloaded, that I do know.
