Applying Style To IBS page

I am very new to Comet and IBS. I'm needing to apply CSS style to my page. ie background colors. width and height %. Is this even possible. The websites Signature show as demos, have links to external css stylesheets. I am using UltraEdit, working with IBS files. Is this even possible?
