That's by design. Following an EXTRACT, the next I/O on that LUN by that user releases the EXTRACT. It's pretty common to EXTRACT a record in preparation for updating it. If an update is done, it would be followed by a WRITE of some sort. If a decision is made to not update the record after all, doing a dummy READ is an easy way to release the EXTRACT.
