Yes, if they want to run full Comet directly on either the 64-bit server or Windows 8 they will have to be running Comet32.

If they use CometAnywhere and there's a 32-bit machine in the network that can server as the CA host, it could run Comet16 and the Windows 8 machines could be CA clients on it. That could allow you to use the Windows 8 machines with Comet16.
