Some group policy got updated such that Windows Defender was being enabled. I worked with a very competent network technician with their service provider and he disabled WD on a machine showing the symptoms. Problem went away. He then went in and set up a group policy that turned off WD. I believe this will fix my problem across their network. Our old network technician Willie used to say that the only thing Windows Defender did was prevent you from running the programs you need to run.
