Windows Defender at it again. First thing I did was turn off Windows Defender on the VM. Dialog box would still not launch. Debugging code in the dialog box program indicated that the error was the DLL was unable to be opened. I then went and inspected the dll. Windows Defender, before it had been turned off, had identified the dll as a potential threat and had turned its Security tab setting to HIDDEN. I removed that check mark and the dll & dialog box now function properly.
