How do I TRACE a program that is RUN?

PGM "A" RUNs PGM "B" RUNs PGM "C"

I've got TRACE statements in PGM "B" only... nothing elsewhere

however, the trace window never opens and I never see the trace for PGM "B"

any suggestions?
