After a bit of looking around last night, I found out the following......
Xap attempts to automatically run webserv if it cannot find the program to run. Webserv tries to open the file on the path which follows the xap name in the URL. It is expected that the first segment of the path is a share name. On signature.net, we have a share called WWW. Under that folder there is a folder called IMAGES. In that folder is a file called CONS.GIF. That image is an "Under Construction" sign.
SO, by going to the following URL, XAP will send the image file.
