Why does the File Statement in the following code return an EXCP 26 - End of File Error. Sys Function is 25 IB File Control

21700 1100 CREATE FLNM12$,DIR=ZFXD$, EXCP=9800
21750 OPEN(ONORSH) FLNM12$ !SPREADSHEET
21752 FILE (ONORSH) DLM="@09@"

I am running Comet 2013 Build .479/14.01
