I'm not sure I'm following this. The WDL API is designed to copy the .dll if it is newer than the one on the client. You can follow this code in CometWin.Inc. Perhaps the trail looks like this:
CW.CreateAutoModeDialog->CW.PrepareDialog->CW.DoCopy
You could add some logging to see where it's deciding whether to copy or not.
