COMET doesn't change CSV field data when formatting... does it?

From the documentation for CSV output:

A$ = 'simple String'
B$ = ' String With Embeded Double "Quotation""Marks' ! Leading Blank
C$ = ' String Including A, Comma ' ! Trailing Blank

simple string," String with embeded double ""Quotation""""marks"," String including a, comma"

the example seems to show that the individual words are LCASE'd .... that can't be.... can it?????

A user was complaining that my transmission had no quotes... well.. it didn't need any... but when I tried to cut-and-paste the Wiki to show them, I came across this example....
