I'm not running version 19 but hopefully what I'll ask you to check will be done similarly. Click on Advanced->Tool Configuration on the UE menu. Check the "compile" menu item. The command line should include the full path to console.exe. It should point to your Windows temp folder. Does it? And is console.exe in that folder?
