That note from 2007 must be old. Those files should be in UTL. It is finding cb.exe because it's what produces the file transfer dialog.
You run an IB program called CB. It creates the partition file with the dab info in TMP, copies interop.cometlib.dll and cb.exe from UTL on the host to the CA's CATOOLS folder, then launches a Visual Basic app called CB.exe to do the file transfer.
Each file can be a maximum of 1MB in length Uploaded files will be purged from the server on a regular basis.
