There are a couple of differences between your ie set up and mine. Other than your ie being windows 5.1 and mine 5.0, you have a plug in called FunWebProducts. I have a plug in called HotLingo.
You might try removing FunWebProducts.
To test, bring up that page I sent you and see if HTTP_REFERER was sent.
I will leave the referrer check deleted unless I see someone abusing the forum, so that you can continue to use the forum at least for a while.
