it's not sophisticated... but....

I created a null/empty file
did (COPYFILE) to a target that didn't exist (directory/folder didn't exist)

The setting of the key that does this is:

4096 Create directory If a directory is specified for the destination file, and that directory does not already exist, create it.

P.S. IMHO I'm sure there's a better way...
