SNOVA tools with Action 'N'

Please explain how the 'no action' code 'N' works in SNOVA. I could not find any examples about this. How does the Windows-enabled MTB program intercept when the tool/popup have been clicked or accelerator key pressed. I have tried EVENTSUB to detect the tool selected in a Windows and non-Windows program whithout success. Maybe I also don't fully understand how EVENTSUB works.
