Num function

I am doing the following:

LENGTH 12.0 & LOCAL DTTM
LENGTH 12 & LOCAL DTTM$

DTTM$ = "200312231340" ( YRMODATIME )

DTTM=NUM(DTTM$,ERR)

RESULT DTTM=12231340 thus, dropping the 2003

Is this a bug? I tried 20031223 and the result was correct.
