Hi Lou. I'm not sure I understand the question. There is no program named CAPI.EXE. There is a IB program called CAPI that is used to communicate with UltraEdit. I suspect you're having a problem compiling from UltraEdit and have found that if you run CAPI from a Comet session everything seems to work properly. Am I right? If so there are a couple of thing that may help.

First, you must make sure that you have plenty of sessions (not background partitions, but forground sessions) available from Comet.
Next, you must configure UltraEdit to make sure it knows how to start a Comet session. This is done from the UltraEdit "Advanced" menu "Comet Startup Setting" dialog. There you must enter you're startup information using the same parameters you would use from a Windows shortcut to start Comet.Exe (or COSW.Exe).

That's all it should take to get things working. If you're still having trouble please let me know.
