First thing to check is that the Security Server is using a license with a valid subscription and that there are COM licenses available. Easy way to verify this is from the Security Server console: View->In Use. Look at the totals for "COM Extension".

If you have the COM licenses, the next thing is to make sure CometLib got registered properly. Look in the Comet.log for "CometLib file support for CopyFile enabled" at the end of the Startup Details. If it's not there, try manually registering it. Check the FAQs for info on how to do that.
