Can Comet32 objects run on Comet16?

From reading the posts, I assume if compiled under Comet32, any customer still running Comet16 will not be able to use the Comet32 objects. But any customer who is running Comet32 will still be able to run objects compiled under Comet16, with the exception of old QIC programs. Are my assumptions correct?
