Screen sizing

In full screen mode, issuing a SCREEN= command doesn't seem to compute right. The message/control line is missing or hidden under the task bar. Then, as you work, the screen moves up one line and the top line is now gone.

Seen in CEM and QMAINT and a few others.

Comet 16 & 32.
