COMET 32 - COMET 16 NUM FUNCTION ISSUE

I am getting different results on the Num Function between Comet 16 and Comet 32.

Here is the code

VALUE$="000000000-125"
VALUE = NUM(VALUE$,ERR)

Comet 16 sets VALUE$ to 125-
Comet 32 sets VALUE$ to 0

I am running/compiling Comet 2013. Has this issue been addressed in a newer version of Comet? If NO, can Comet 32 be modified to return the same results as Comet 16?
