CometLib Error

We have a program that utilizes CometLib for interacting with Comet data files, and have never had an issue with that interface until now.

One of our clients uses our program on several of their computers without issue (so I'm told), but for some reason one of the PCs is getting an error message when trying to initialize CometLib (see attachment).

Is this some kind of licensing issue?
