Because the file is damaged, you need to get rid of it or QMONITOR likely won't come up. This could be tricky since it's in the COS dir and QMONITOR will try to access it for you even if you don't tell it to. My suggestion is that you copy another keystroke file on top of the bad one. If MON-T03 is the bad one, use the Windows Explorer to copy MON-T00 and MON-T00.I00 in to MON-T03 and MON-T03.I00. That should do it.
