May or may not apply, but using Task Manager make sure you click the box to show processes that are running for all users, not just the current login. The UIs may be running under a different login. Last upgrade I did I had to go into services and change the startup to manual, restart the server with no comet services or UIs starting up and then install. You may have to do the same.
