It looks like the issue is with CAupdate.exe (in the Comet folder). It's a self-extracting zip file that contains all the files that should be copied to the CA client as well as the copy program, CAupd.exe. The version of CosW.exe in there is not the latest one, thus the client is being updated with on older version. This causes the loop. Hopefully we'll get this resolved for the next Comet release.
