Yes, I see. RUNSTATE is getting set to 2 instead of 1. The CSV utility is a long series of ENTERed and RUN programs. This is going to take some time to track down. I suspect it is an issue with doing a RUN when you're not at ENTERLEVEL 0 and then eventually EXITing back to the original calling program.
