This log shows you attempting to run Comet16. I thought you wanted to run Comet32. You can tell by this line:

Anyway it's getting the directories from D:\DATA\CometSW\BL.CFG Is the update date of that file what you'd expect? You're sure it shouldn't include any references to folder COMET2011? You can carefully look at the .cfg file in a text editor. There's a lot of hex-encoded stuff in there but the directory paths will be readable in ascii. If you see folder COMET2011 then that explains why it's looking for REL where it is.
If you need to change the cfg and can't run Comet, rename the .cfg files to something with a different file name extension (like .cfgx) and try starting Comet up without the /PN= argument. When Comet can't find any .cfg files it will look for REL one folder down from the start-in folder and run SYSGEN for you. That would be D:\DATA\CometSW\REL.
