You see the text "(Signature Systems Subscriber)" in the SecSrv dialog? If the subscription has expired it won't say that. Therefore if you see (Signature Systems Subscriber) you can assume the "built before" date is April 30 of the subscription year.

At this time of year when you're installing new licenses before the end of the current subscription I guess this is a little ambiguous.
